Plus ça change, plus c'est la même chose

Dear Sir,

I congratulate you on grasping, very firmly, the nettle of ill-health retirement (IHR), a subject which consumed my interest 40 years ago. I also congratulate the authors of the five papers which deal with this thorny subject.

But in all five papers there is one glaring omission—comment from the individuals who comprise the varied statistical groups as to WHY they sought IHR in the first place.

I monitored the IHR forms which came across my desk while employed in the Durham coalfield in the 1960s—the largest employer in the county at that time. The rate at which IHR forms arrived on my desk bore a very direct relationship to changes in administrative practices, reflecting individuals' assessments of what served their interests best as they saw it.

So, please, can someone analyse the motives, feelings and fears of those who apply for IHR. Perhaps it will tell us something we do not know!
